Armenia’s State Revenue Committee Delegation Made a Working Visit to the Italian Revenue Agency

Delegation of Armenian Tax Administration led by Mr. Davit Ananyan, Chairman of the State Revenue Committee, made a working visit to Italy, on February 27-28. Mr. Ananyan met with Mr. Antonino Maggiore, Director General of the Italian Revenue Agency, in Rome.

Issues related to the cooperation between SRC and Italian Revenue Agency were discussed, particularly the cooperation within the framework of the Tax Inspectors Without Borders Program (TIWB) which is a joint initiative of UNDP and OECD aimed at supporting countries in building tax audit capacity. TIWB enables involvement of the tax experts possessing best international experience in application of tax control tools in the audits, tax control and transfer pricing processes carrying out in the beneficiary countries. Besides, the parties discussed Armenia’s SRC role in TIWB. Mr.Ananyan and Mr.Maggiore have signed a declaration of intent to launch the Program in Armenia.

Within the scope of the visit, Armenian delegation presented the e-government system operated in the SRC, as well as their future programs, to the Italian partners. Mr. Mikayel Pashayan, Deputy Chairman of SRC, and Mr. Paolo Barbantini, Deputy Director General of the Italian Revenue Agency, have concluded 18-month cooperation plan.

In addition, the SRC delegation participated in the negotiations on a test launch of criminal investigation within the framework of cooperation under the TIWB. Peculiarities related to implementation of this Program in Armenia were discussed with the program coordinator from OECD. Italian partners expressed willingness to assist the SRC in joining OECD Forum on Tax Administration.

It is expected that Italian delegation led by Mr. Maggiore will visit Armenia in May this year in order to get familiarized with the maintenance, analytical and control processes of Armenian electronic tax systems as well as the application of Big Data analytic tools in Armenian tax administration.
