Meeting of the Global Forum on Transparency and Exchange of Information for Tax Purposes in Seville, Spain

A picture containing ceiling, indoor, person, sceneDescription automatically generatedOn 9th-11th November 2022, the Plenary Meeting of the Global Forum on Transparency and Exchange of Information for Tax Purposes jointly organised by the Global Forum and the Spanish Ministry of Finance was held in Seville, Spain. The meeting was opened by the Spanish Minister of Finance, and welcomed more than 400 delegates from more than 120 countries and jurisdictions along with 15 international organisations that focused on how the Global Forum can move towards the next phase in fulfilling its fiscal transparency agenda, promoting equity in fiscal systems and strengthening revenue mobilisation.

The Spanish delegation, included high ranking officials, such as Mr. Jesús Gascón, Secretary of State for Finance and Ms. María José Garde, Director General for Taxation, who chairs the global Forum since January 2017 and will step out after six years in office in January 2023.

The sessions of the first day were run under the overarching theme ‘Addressing Together the Challenges to Tax Co-operation and Exchange of Information’, and were broadcast live. At this session, Mr. Gascón highlighted the achievements and commitment of Spain to transparency in tax matters. At the end of the first day, in the margins of the meeting, 22 jurisdictions signed the multilateral competent authority agreement for the automatic exchange of information under the OECD Model Rules for Reporting by Digital Platforms (DPI MCAA) and 15 jurisdictions signed a separate MCAA supporting the Model Mandatory Disclosure Rules on Common Reporting Standard Avoidance Arrangements and Opaque Offshore Structures (MDR MCAA). Spain signed both agreements.

The second and third day of Global Forum were open to Global Forum members and observers only, who took stock of the progress made in the peer reviews on Exchange of Information on Request (EOIR); the ambitious training program carried out; the review of the CRS (CRS 2.0) and the new information framework on crypto assets (CARF); the challenges of confidentiality and data security and the future direction of the works of the Global Forum.

IOTA was also represented at the Plenary Meeting of the Global Forum on Transparency and Exchange of Information for Tax Purposes by Alexandros Roukalis who works as an International Taxation Expert for the IOTA Secretariat.
