This Guide was published on 17 January, 2020. It is the output of the IOTA Project “Rightsizing the workforce in tax administration” sponsored by the Federal Public Service Finances of Belgium. The publication is a practical and hands-on toolbox that can be used as a guide by IOTA members which are interested to implement strategic workforce planning in their tax administrations.

The Guide helps an organisation forecast future HR needs in the context of the business planning process, to get the right people, with the right skills, in the right place at the right time.
Strategic workforce planning is an essential tool for anticipating possible future developments and maintaining a well-structured workforce of an appropriate size, which is able to meet the changing needs of the public service in a cost-efficient manner. Since many IOTA member tax administrations are facing budgetary restrictions and must deliver more with less means, it is clear that a strategic workforce planning is the essential tool to help anticipating future HR needs.
Based on the current situation, strategic workforce planning helps forecasting the future demands in order to identify appropriate recruitment plans, training plans, etc. to get the right people, with the right skills, in the right place at the right time. Establishing the right size and shape of the organisation requires not only a quantitative approach but should also take in consideration the qualitative aspects.
