Digital Workshop on Tax Debt Management Maturity Model OECD-IOTA Partnership Event
On November 6-7, 2024, IOTA had the pleasure of hosting another engaging event in the virtual space, the Digital Workshop on the Tax Debt Management Maturity Model, in collaboration with the OECD Forum on Tax Administration. The Workshop featured speakers from IOTA members and non–IOTA OECD FTA countries including Bosnia and Herzegovina, Norway, Portugal, the United Kingdom, and the United States of America, as well as presenters from the OECD - FTA Secretariat. The event was attended by over 90 tax officials from the IOTA membership and the OECD FTA Community.
This virtual partnership event offered participants both theoretical knowledge and practical examples of applying the Tax Debt Management Maturity Model in tax administrations The Workshop commenced with introductions by IOTA experts Ivana Donchevska and Eugenijus Soldatkovas, followed by Eri Kataoka from the OECD FTA Secretariat, who set the stage for the first plenary session titled "Introduction to the OECD Tax Debt Management Maturity Model." Throughout the subsequent plenary, attendees learned about the experiences of various tax administrations concerning self-assessment, the organization of the self-assessment process, operational tools used, conclusions drawn, targets and goals post-assessment, strategies for increasing maturity levels, and challenges faced. Representatives from various IOTA member countries, along with a speaker from the OECD FTA Community, shared their insights on these topics:
- Portugal: “Maturity Model Self-assessment -the Portuguese Experience” presented by Andreia Castro Carmo;
- Bosnia and Herzegovina: “Debt Management Maturity Self–Assessment - experiences and challenges” presented by Ena Šeremet;
- United States: “USA’s Experience Completing The Tax Debt Maturity Model” presented by Fred Schindler.
The second day of the Workshop revealed another set of practical experiences related to the self-assessment of the Tax Debt Management Maturity Model. Representatives from the following IOTA member countries presented on this topic:
- Norway: “Maturity Model – the Norwegian experience” presented by Kathrin Urdshals Nystad,
- United Kingdom: “The UK experience in conducting the self-evaluation” presented by Mark Goodridge
The Workshop was very interactive, featuring a mix of presentations, a group discussion, a panel debate, and Q&A sessions. Participants engaged in a group discussion in virtual breakout rooms, allowing them to share and discuss the practical aspects of implementing the Tax Debt Management Maturity Model. They also considered how to use the model to enhance maturity levels in tax debt management. These discussions were chaired by Katalin Kanizsai (Hungary) and Naomi Cormacan (Ireland) who also provided feedback from the group discussions in the plenary.
The event concluded with a panel debate featuring speakers such as Andreia Castro Carmo (Portugal), Ena Šeremet (Bosnia and Herzegovina), Fred Schindler (USA), Mark Goodridge (UK), and Michael Roekaerts (OECD – FTA TDMN). The debate focused on exploring how to utilise the maturity model as a framework for enhancing strategies and reforms across various jurisdictions, as well as supporting global capacity building in tax debt management.
