IOTA Executive Secretary at the International Forum on Carbon Pricing in Baku, Azerbaijan

In recent weeks, Alix Perrignon de Troyes, the Executive Secretary of IOTA, represented IOTA at the International Forum on Carbon Pricing in Baku, Azerbaijan. The conference welcomed taxation experts, specialists in tax legislation from IOTA member tax administrations, representatives from international organisations, delegates from the business community and academia, as well as innovators from around the world to share their views on the existing and emerging carbon pricing mechanisms and their implementations.

The event was co-organised between IOTA and the State Tax Service under the Ministry of Economy of the Republic of Azerbaijan on September 25th-26th, 2024. At a press event during the conference, Mrs Perrignon de Troyes stressed the importance of collaboration with international organisations, the business community, and academia and the sharing of experiences with state actors in order to see how countries can implement carbon taxes in their national tax systems and can mitigate the negative effects of emissions.

"One of the key objectives of this conference is to share knowledge and best practices on carbon pricing and to promote collaboration, initiatives, and alignments among countries on carbon pricing efforts. Article 6 of the Paris Agreement states that we need to reduce carbon gas emissions, and these global greenhouse gas emissions should be reduced by 25% to 50% over this decade to get on track to limit global warming to 1.5°C by the end of this century," 

said the Executive Secretary of IOTA.

Carbon pricing mechanisms are effective fiscal tools that can significantly contribute to creating a green economy and preventing environmental pollution. Mrs Perrignon de Troyes also outlined the two main forms of the carbon pricing mechanisms: the carbon tax and the emission trading system. 

"To create a green economy and live in a better and healthier world, we have to develop these kinds of mechanisms and see how carbon pricing is a major tool to achieve a greener and healthier environment in the future."

"It is also important to facilitate dialogue between tax administrations, and with this Forum, to create a solid ground for future cooperation and developments in carbon assessment, which will be a core concept of the upcoming COP29"

highlighted the Executive Secretary of IOTA.

The main conclusions and findings of the International Forum on Carbon Pricing will be open to discussion at the 29th session of the Conference of the Parties (COP29) of the UN Framework Convention on Climate Change. The upcoming COP29 is scheduled to take place from November 11th to 22nd, 2024, in Baku, Azerbaijan.
