IOTA Participation in the OECD Meeting of the Inclusive Framework on BEPS
On May 28-30, 2024, the IOTA Secretariat’s delegation including Alix Perrignon de Troyes, Executive Secretary, and Alexandros Roukalis, International Taxation Expert represented IOTA at the Organisation for Economic Co-operation and Development (OECD) Inclusive Framework on BEPS Meeting in Paris, France. The event welcomed 122 jurisdictions and 12 observers (international and regional organisations) to this unique occasion. As an observer at the event, Mrs Perrignon de Troyes had the opportunity to intervene once over the two days.
The meeting, chaired by Tim Power from the United Kingdom and Marlene Nembhard-Parker from Jamaica, aimed to take stock of the progress and remaining objectives but also to prepare the first high-level signing ceremony of the Multilateral Convention to facilitate the Implementation of the Pillar Two STR which will be held on 19 September 2024 in Paris.
On the first day of the meeting, presentations dedicated to the updates on the Two Pillar Solution were delivered and attendees were asked to give their appreciation on the state of play of implementing the minimum standards and Pillar 2. On the second day of the meeting, the OECD Secretariat presented trend analysis and recent reforms including the upcoming Tax Policy Reforms Report 2024.
On the third day, “Stakeholders’ Implementation Forum on the two Pillars”, under item C “Amount B Implementation” Mrs Perrignon de Troyes gave a speech focusing on the activities delivered by the IOTA Forum on BEPS. Since the establishment of this Forum in 2017, the issues related to the practical application of minimum standards of the BEPS project along with the implementation of the Two Pillar Solution have been a primary concern of the mandate of the Forum on BEPS.
In October 2021, the OECD: G20 Inclusive Framework on Base Erosion on Profit Shifting agreed on a two-pillar solution to address the tax challenges arising from the digitalisation of the economy. Since then, the Inclusive Framework continues to implement the 15 BEPS Actions and developing countries continue to make steady progress in implementing the BEPs Actions and do so beyond the minimum standards.
