New IOTA Paper from Japan: The Current Situation of Digitalisation in Japan

We are pleased to announce the publication of one of our latest IOTA Papers. This edition is authored by Dr Megumi Kashiwagi, who serves as a Research Director at the Canon Institute for Global Studies and the Policy Research Institute of the Ministry of Finance in Japan.
Dr Kashiwagi’s article provides insights into how Japan is facing a serious demographic challenge due to population decline and an aging society, leading to labour shortages, regional economic disparities, and increased pressure on social welfare systems. The COVID-19 pandemic accelerated digitalisation, prompting widespread adoption of e-filing, AI assistance, and mobile tax payment solutions. The National Tax Agency is modernising its tax administration by integrating digital tools and developing a new IT system, set to launch in 2026. These efforts aim to improve efficiency, support taxpayers, and help mitigate the socioeconomic impacts.
