Out Now: “Human Resources Data in ISORA Survey – a Guide for IOTA Member Tax Administrations”
IOTA is pleased to announce a new publication titled “Human Resources Data in ISORA Survey – a Guide for IOTA Member Tax Administrations”. This Guide was first presented at the most recent Forum on Human Resource Management, which took place from October 29 to 31, 2024, in Budapest, Hungary.
The Guide is designed for HR professionals and any other tax officials from the IOTA Community interested in international benchmarking and analysing HR-related data to enhance their tax administration’s HRM practices.
This publication compiles various types of HR data reported by up to 165 tax administrations worldwide participating in ISORA – International Survey on Revenue Administration. ISORA survey is conducted annually and covers the financial years 2014-2022. The suggested data is illustrated with some charts and figures prepared for IOTA members.
More specifically, the Guide represents two categories of data. The first category includes annual statistical data on the staff numbers, institutional arrangements, staff dynamics indicators, allocation of staff by functions as well as some demographic statistics (age, length of service, gender distribution). The second data category focuses primarily on HR policies and procedures such as HR authority elements, remuneration and performance management systems, staff surveys, HRM approach characteristics, and assessing current and future capability needs. Additionally, the Guide provides links and guidance on how the data can be accessed and exported from the ISORA Data Portal.

ISORA stands for International Survey on Revenue Administration. It is the result of collaboration between Inter-American Center of Tax Administrations (CIAT), International Monetary Fund (IMF), Intra-European Organisation of Tax Administrations (IOTA), and Organisation for Economic Cooperation and Development (OECD) to collect data regarding tax administrations.
