IOTA Peer-to-Peer Technical Assistance Project "Support in establishing the Training School of Fiscality"

Effective and up-to-date training of tax officials: the IOTA members of Romania, Austria, Estonia, and Greece shared experience in the framework of the most recently closed IOTA peer-to-peer technical assistance project in February, 2025.
One of the largest multilateral IOTA Peer-to-Peer Technical Assistance projects titled “Support in Establishing the Training School of Fiscality” was successfully implemented by the National Agency for Fiscal Administration of Romania (NAFA) as the Beneficiary and three esteemed Provider institutions: the Federal Ministry of Finance of Austria, the Estonian Tax and Customs Board and the Independent Authority for Public Revenue of Greece.
The project's primary goal was to support the development of the Training School of Fiscality of NAFA in line with the best practices that exist in professional training structures across Europe, in particular in the tax administrations of Austria, Estonia and Greece.
In pursuit of its strategic objective of ensuring continuous professional training for the staff, in an adapted and professional way, NAFA with the help of its partners focused this project on several key areas that are essential for the future of tax administration, in order to undertake the new challenges of the changing environment. These areas included the design and delivery of training programs for tax officials organized by levels of training, development and engagement of trainers and the role of a Learning Management System (LMS) in professional training. Some additional topics were also explored in a bilateral format, such as approaches to building fiscal competency framework, training needs assessment, implementation of voluntary compliance strategy, onboarding/induction programs for tax officials etc.
The project team members exchanged their knowledge and experience through a series of online meetings, email correspondence and an in-person meeting held during the IOTA Forum on Human Resources in Budapest, Hungary, in November 2023. This meeting brought together the four project leaders and members of their teams and offered an opportunity to discuss various aspects of their cooperation. The main outcomes and achievements of the project were also jointly presented by the parties at the meeting of the IOTA HRM Forum in October 2024.
In conclusion, from the Beneficiary’s perspective, this cooperation offered important support for the Romanian Training School of Fiscality in its effort to improve the quality of training services. The peer-to-peer technical assistance has been a great way to have open and friendly communication between experts from Estonia, Austria, Greece and Romania, where the parties could share knowledge in a collaborative learning environment.
