IOTA Webinar on Financial payment providers and the challenges for tax recovery

On April 24, 2025, IOTA successfully hosted another engaging Webinar on “Financial Payment Providers and the Challenges for Tax Recovery." This event welcomed over 160 tax officials from 26 IOTA member tax administrations and was broadcast live via Microsoft Teams.

The purpose of this IOTA webinar was to provide an essential platform for IOTA member tax administrations to explore and discuss the emerging challenges that digital financial services pose to tax collection and debt recovery. By delving into the complexities of digital payment systems and their implications for tax debt recovery, this webinar offered tax authorities valuable insights into enhancing their capabilities in ensuring efficient tax collection and enforcement in the face of evolving financial technologies. The event featured presentations from IOTA members in Belgium, Lithuania, and Moldova.

The webinar opened with welcome remarks from the hosts, followed by an introductory session. A presentation on the challenges Financial Payment Providers pose for tax recovery was delivered by Michael Roekaerts from Belgium. This was followed by a session of country presentations, sharing IOTA members' experiences on the recovery of tax debts from accounts set up in a non-traditional way, including legislative constraints, asset identification, and cooperation. The following IOTA countries reflected on this topic:

  • Lithuania:Digital Financial Services & Tax Recovery: Challenges and Solutions” presented by Vitalija Burdeinaja;
  • Republic of Moldova: “Financial Payment Providers and the Challenges of Debt Recovery in the Republic of Moldova” presented by Irina Margine.

Both sessions concluded with a Q&A, featuring numerous questions from the audience. All materials and presentations are now available online on the event's webpage, with the video recording set to be released soon. The webinar was facilitated by IOTA International Taxation Expert Ivana Donchevska, with support from her colleague Massimo Morarelli.
